The short answer
As of June 1, 2026, Kelowna opted out of the provincial principal-residence requirement, but the City still restricts where whole-unit STRs can operate. Every STR in Kelowna needs a City business licence. Outside buildings rezoned to the 'str' subzone, you can generally only rent your principal residence (lived in at least 240 days a year). Always confirm current rules with the City of Kelowna.
The key points
- Business licence: anyone operating an STR in Kelowna must apply for a City business licence (kelowna.ca)
- Principal residence ("minor" STR): you can rent your principal residence, or a bedroom in it, for under 90 days with a licence. A principal residence means you live there at least 240 days a year
- 'str' subzone ("major" STR): whole-unit STRs without owner occupancy are allowed only in properties rezoned to the str subzone. In the 2026 rezoning, that subzone was applied to buildings that operated as principal-use STRs before May 1, 2024, with strata consent
- Provincial registration: hosts also register with the Province of BC and upload their local business licence
- Application: documents can include a fire evacuation plan, ID and principal-residence proof, plus a safety audit attestation, a Good Neighbour Agreement, and owner or strata consent where applicable
